The legislature further intends to encourage agencies to publish in a clear and understandable format the data used for governmental decision-making, and that such disclosure is not thwarted by shrouding it in secrecy or confidentiality.

City agencies that experience security breaches involving private personal information should promptly disclose the breach to affected persons, the Department of Consumer and Worker Protection, and other City departments, where appropriate, in addition to making such disclosures as are required by State law. This bill would further amend the City’s data breach notification laws to bring them into alignment with the requirements of New York State’s SHIELD Act.
This bill would require City agencies to provide employees and job applicants with a notice regarding student loan forgiveness programs, and would make this notice available online. It also would amend the requirements for individual employee identification cards to include a photo, and it would require that general vendors and mobile food vendors keep their license or permit in a visible location at all times.
